Kim Bromley-Derry believes the fault lies with managers when it comes to disruntled social workers. In a recent article in the Telegraph flagged up by Community Care blogger Simeon Brody, the chair of the Association of Directors of Children's Services said it was "not uncommon" for over-worked social workers to become vindictive.
