'Religious rule may let Muslim sex offenders off jail therapy'

According to the The Times “muslims convicted of sex offences could opt out of treatment programmes intended to stop them offending because open discussion of their crimes is against their religion“. It is the most bizarre story I have read for a while. Surely, can't be true, I thought. Does anybody know anything about this? The Times story is at http://www.timesonline.co.uk/tol/comment/faith/article3708850.ece
