Birmingham City Council Compulsory Individual Budges SAQ

Can anyone advise on legality and g of Birmingham city council's compulsorily insisting clients fill in these SAQs for IBs, and give guidance, or reference to guidance in the filling in and analysis of them? I understand that Inclusive Living in Birmingham have been Instructed by B.C.C. not to give any help at all to any clients being required to fill these forms in. I find this sinister, and before we fill the form in , am insisting on having written guidance and rationale.
