AS THIS CASE SEEMED TO CENTRE AROUND THE ACTIONS OF A MALICIOUS RELATIVE (I.E. THE SOCIAL WORKER'S BROTHER) SHOUL DNOT HE HAVE BEEN FINED INSTEAD OF THE COUNCIL?

The snag with these incidents is that they cannot be avoided through training or written guidence.
On some occasions sheer vindictiveness will be the cause, and there is no legislating for that.
I don't believe, from the story as published, that the brother was a social worker though.
