The issue here is: what if councils don’t have enough money to award the type of care and support that properly protects people’s dignity? We are rapidly heading towards a care and support crisis, with rising need and spending cuts placing enormous pressure on the system. The long-term solution offered by the Dilnot review will not come in time to address this and councils are likely to be faced with increasingly difficult decisions to meet needs and meet their legal obligations.
