Do councils need to learn from the NHS to deal with social work crisis?

So says Social Work Taskforce chief Moira Gibb. She says:

“A great part of the NHS is focused on delivering the future generation of doctors, but I don’t think that in local government there’s a focus on delivering the future generation of social workers.”

That rings true to me. It often seems that authorities are happy to hand over all the responsibility to universities but then complain when they don't get the candidates they want.
