I am frustrated with what seems little knowledge of mental health issues with effects of emotional abuse and how this impacts on adult service users behaviour. And often because these cases are not taken seriously enough or even the service user is not believed, because this is something that is often difficult to prove. I am concerned that often the PA gets away with it as the barring list/ISA is exempt from direct payments. I do feel there needs to be some better legislation to prevent a PA going on to harm someone else. Cannot always rely on 'soft intelligience'. Any thoughts?
