IF she is correct about the likely consequences of publishing Serious Case Reviews in full then 'agencies' are indeed little short of being 'grubby' - employers must be made fully accountable for their actions and one of those actions has to be to demonstrate that they fully uphold the rights of their staff to speak out openly and honestly. Central Government must ensure that they - and their Inspections etc. quangos - also support that high ideal.
