I am a newly qualified social worker and partially sighted. where can I find an employer (statutory/voluntary/independent) who would take me on based on my skills and what I can bring to the profession? I can't settle for benefits, I want to work and give something back.

No - you must register.

I'm not sure if it's different in England but here in Scotland they have recently changed the registration process and when I qualified I was not able to register with the SSSC until I had a job offer.
Have you any preference for which setting you would like to work in or with which service user group? Where were your placements? Have you applied for any positions yet?
I know a man who is fully blind who works in YOT (Youth Offending).
I would think that the majority of social work roles are possible as a partially sighted person, the only possible exception that comes to my mind is maybe child protection work where visual assessment can be as important as verbal, but the degree of visual impairment may still allow for that of course (visual impairment being a bit of a catch-all term).
If you are interested in an advertised job and think that you may be able to do that then I would say jump in and apply.
