Working without a CRB with Children and concerned

I know of this healthcare company that is relatively new and is still recruiting staff.  The concern is that, they have some people working without their CRB's (they have not been complete and unsure if their ISA's have been cleared). 

Now, these people work with agency staff as they have CRB's but not on a 1; 1 ratio (too much money for that!)  -basically, on one shift there were 4 permanent staff, 3 without CRB’s and only 1 agency...isn’t that illegal?? To make it worse, the patients were on either 1:1 or 2:1 observations and the children were 11-14yrs old and at times were left with 2 people without their CRB’s being cleared.

Therefore the permanent staff are at times working alone with children whilst the one's with CRB's are elsewhere/doing something else. Is this wrong, I think it is as I thought they needed to be supervised at all times and not left alone with the child.

Or is it that they can work or be on 1:1 with a child (patient) because there are other CRB people around, but not necessarily in the same vicinity.

I think I know the answer but am I wrong with some aspects.

This company just seems to be rushing things through and not thinking about patient saftey and if my beliefs are right then CQC will know about it.
