Without  straightforwardly admitting it - or acknowledge the massive damage inflicted by it - the RAS is being quietly buried. And in its place is being proposed an equally half baked idea for deciding the serivce user's cash entitlement with even less chance of being taken seriously. This short paper takes a looks at what is happening.

Many a dead horse has been flogged in the hope of being bought back to life! It would be interesting to know Mancais with what hopes RAS3 has been launched in your authority.
