How one council is regenerating the career development of its social workers

When Russ Bellenie started as Barking and Dagenham Council’s new principal social worker one thing stood out. The training and career development offer.

“One of the first things social workers said to me is how much they like the borough’s continuing professional development offer,” he says. “It’s a happy workforce here and they are really positive about the culture and the opportunities to grow they have here.”

Those opportunities are many and varied but include regular masterclasses that bring children’s and adults’ social workers together to explore new practice themes with experts in their field. Linnett Whittaker, the borough’s organisational development manager, says the masterclasses have proved an immense hit.

“Social workers now book ahead to attend, which is a real vote of confidence in the masterclass programme given how busy social workers are day to day,” she says. “The masterclasses really create a sense of belonging and of social work being one profession.”

But that is only the start because the development opportunities on offer in the east London borough are about to grow even bigger.

The social workers’ journey

This September, the North East London Teaching Partnership launches. The partnership brings together Barking and Dagenham, four other London boroughs, the University of East London and London Metropolitan University to ramp up the learning opportunities for social workers – and those seeking to join the profession.

Russ says the benefit of the new teaching partnership is that it will provide practitioners with a journey in regard to their overall practice development and career progression. A wrap-around programme of development that starts from the moment a student enters a social work course and supports their progression right through their career.

And the opportunities the partnership will give Barking and Dagenham social workers go beyond better training.

For a start there will be clear, transparent career progression for social workers, says Russ: “The framework has to be transparent. Social workers have enough stress, they don’t want to be having to navigating a system they don’t understand.”

Share your knowledge

There will also be greater scope for social workers to contribute to the development of the next generation of the profession, adds Linnett.

“It’s a great feeling as a social worker to be able to share your knowledge of frontline practice with new students who are eager to learn,” she says.

“Our social workers are going to get the opportunity to work with students in universities and as an authority we’re going to encourage people to come forward to do that. It’s a chance for social workers to make a difference by passing on their knowledge to future social workers.”

The partnership element is going to be exciting too. It’s going to allow for more sharing of outstanding practice between Barking and Dagenham and the four other authorities in the teaching partnership: Havering, Newham, Redbridge and Tower Hamlets.

Research meets practice

Russ is also full of praise for the positive and open-minded attitude of the two universities involved in the partnership.

“One thing I’ve noticed is that both the University of East London and London Metropolitan University have been collaborative in their approach,” he says.

“They are coming at this with an attitude of ‘whatever you need we will work with you’. That’s really nice to see as there has often been a division between research and practice, however, they want to ensure what they do meets the needs of practitioners. It is about making sure the research becomes a reality.”

Council of the Year

For Barking and Dagenham, the new teaching partnership is a logical extension of its own social work culture.

“This is a borough that is very forward thinking, is interested in innovation and is very flexible when it comes to new ways of working and new ideas,” says Russ.

“In some ways it’s part of the larger changes going on in the borough, such as the regeneration that has been going on and led to us being named the Council of the Year by Local Government Chronicle. It’s about building on what we have and making it even better.”
