Star-rating system judged unfair

Two-thirds of visitors to Community Care‘s website believe
it is unfair that a social services department’s performance on one
key indicator can affect the overall star rating awarded to
it.

This week’s question asks: Should councils which do not
incur fines for delayed discharges of older people from hospital be
rewarded?
