The government is seeking contributions to a review of the regulation of adult social care and health before it produces its white paper setting the policy framework.
A letter to strategic health authority chief executives asks for submissions by 15 November.
The review will report by December, when the white paper is expected to be published.
The Department of Health has defended the decision to start the review now, saying people would be given a further opportunity to comment after the white paper, ahead of expected legislation on regulation.
