Supervision in the community slated

Management of sex offenders in the community is “poorly co-ordinated and inconsistent”, according to a report published this week.

The joint study by the inspectorates of probation and constabulary finds “considerable” improvements are needed in safeguarding the public and raises concerns that probation staff have not received training on the new civil preventive orders.

The report also finds “unacceptable” delays in moving offenders on to sex offender programmes and says demand exceeded supply.

It criticises probation staff for failing to keep adequate records of their contact with sex offenders.
