While January’s white paper on health and social care has shifted the focus on integrated services to adult care, children’s services departments have been busy for some time bringing together social care and education to meet the objectives outlined in the Every Child Matters green paper and the Children Act 2004. Most of England’s councils now have children’s services directors, but they have faced a challenge in blending two distinct cultures to develop services to meet the needs of all children and ensure that problems are identified and resolved early.
