Report says prison system is racist

The inquiry report into the death of young offender Zahid Mubarek is expected to say the prison system is “institutionally racist”, according to leaked reports.

The report is due to be published at the end of this month.

The two-year inquiry, which ended last year, examined how Zahid, 19, came to be murdered by his racist cellmate Robert Stewart, then also 19, at Feltham young offender institution in March 2000.

The report is expected to  highlight failings in the care of prisoners with mental health problems.
