The Scottish executive plans to reduce the number of public sector funding streams and how often it scrutinises councils.
In a consultation paper outlining its vision for reforming public services, the executive said it wanted to cut the number of plans councils had to produce from 60 to six, rationalise funding streams and improve its methodology for distributing funding.
Reductions in monitoring of services by inspectorates as a reward for high performance would also be considered, it said.
