Expressions of interest to tender for the development of fair access to care services support tools

The Department of Health wish to commission the development of tools to support the Fair Access to Care Services (FACS) guidance, which is in the process of being updated. Draft revised guidance is currently out for consultation, and the final guidance is due to be published later in the year to take effect in April 2010.

The project will involve the development of practice guide(s) and training materials for:

  • care managers, social workers and others working with the FACS system;
  • their supervisors and line managers;
  • people seeking assessment and support, their carers and families.

    The tools must set FACS in the context of other personalisation policies, Putting People First and other relevant strategies. The tools should be in an accessible format and tailored to suit the needs of the target groups. Consultation with stakeholders/representatives of the target groups will be necessary throughout this project to ensure the materials are fit for purpose.

    The planned start date is late November and the contract will run to February/March. We are seeking expressions of interest from organisations with a track record in developing products of this type and with knowledge and experience of the social care system.

    In order to express an interest, interested parties will need to complete a Pre-Qualification Questionnaire (PQQ) available on our Business Management System. If you have not registered to use BMS, instructions can be found at:

    If you are already registered, please log in and access EOI 53818. For help with BMS, please ring the supplier helpline on 0113 2545777.

    The closing date for expressions of interest is 5pm on Thursday 15 October.
