A few years ago many people would have questioned private sector involvement in fostering and adoption. But independent fostering providers, many of which are private companies, are playing an increasingly important role in finding placements for looked-after children. What do they offer that is different from local authority fostering services? Also, we ask how successful the Adoption and Children Act 2002 has been and look at some councils which are rising to the challenge of recruiting foster carers
