Health secretary Alan Milburn named and shamed the worst
performing local authorities in his hard-hitting speech to the
National Social Services Conference. He also announced a new star
rating system for social services departments.

He said lack of resources was not the main reason for poor
performance, insisting that management and organisation were more
to blame.
