Scottish councils should be made to commit to
a standard minimum of three-year funding of voluntary sector
organisations, according to the Scottish Council for Voluntary
Organisations.

convenor Joan Stringer said the Scottish executive’s pre-occupation
with questions of how to finance the improvement of public services
meant the contribution of the voluntary sector to the development
of the strategic vision of public services in Scotland had been
diminished.
She
said there was a strong feeling of frustration among voluntary
sector leaders about the sector’s position in the debate in
improving public services, and that longer-term funding was
required to build the sector’s capacity.
