Near-total backing for offending plan

Nearly nine out of 10 visitors to Community Care‘s website
believe a new welfare-based strategy is needed to keep young people
out of prison and prevent reoffending.

Eighty-seven per cent support the call from the Michael Sieff
Foundation, with only 13 per cent opposing it.
