Executive announces new measures to tackle anti-social behaviour

The Scottish executive has given more detail about its
controversial Anti-social Behaviour (Scotland) Bill, which will
introduce new measures to tackle children under 16 who behave
poorly.

New anti-social behaviour orders for under 16s, parenting
orders, a ban on sale of spray paint to under 16s and tagging for
under 16s are all included in the bill.

A new bill to widen the range of children covered by extra
educational support is to be introduced under a new Education
(Additional Support for Learning) (Scotland) Bill. The bill will
also change the terminology from ‘special educational needs’ to
‘additional support needs’.

A new Office of the Scottish Charity Regulator will be created,
which does not need legislation, although communities minister
Margaret Curran has not ruled out putting it on a statutory
footing.
