Cozens backs legal duty of well-being

The government should create a statutory duty on councils to
promote people’s well-being, new president of the Association of
Directors of Social Services Andrew Cozens will say in his
inaugural speech this week.

By the end of his presidential year, he wants social care to have
found a new, sustainable long-term direction.

The introduction of the role of statutory director of children’s
services, proposed in the green paper, Every Child
Matters
, would lead the ADSS to review its membership rules,
Cozens said. “Membership should be open to anybody who reports to
the chief executive [of a local authority] on social care matters,”
he said.
