The first NHS-wide antisocial behaviour order has been obtained by
York Council.
Under the interim order, Norman Hutchins is prevented from entering
any medical centres including hospitals, dentists, walk-in centres,
or GP surgeries in England and Wales without a lawful excuse.
The order also covers Hutchins’ use of threatening, abusive,
insulting or intimidating behaviour towards any members of staff or
visitors.
Bill Hodson, the council’s senior assistant director of community
services, said tackling antisocial behaviour was a priority for the
council.
“Staff and members of the public need to be sure that they will be
protected from unacceptable behaviour wherever it occurs,” he
said.
Hutchins has been involved in 47 incidents over the past five
months, including assaulting NHS staff. The order does not prevent
Hutchins seeking medical help if he is ill.
