Board heeds campaign

We are delighted that the Youth Justice Board plans to reduce the
numbers of children in custody by 10 per cent and to put more
emphasis on community alternatives. It is exactly what our Back on
Track campaign called for.

But it is just the beginning: only the most violent children need
to be jailed. The question is, when will the government realise
that for the overwhelming majority, prison is a miserable
failure?
