Soup attracts more than rough sleepers

A “soup summit” was held by Westminster Council this week after
research revealed that the vast majority of soup run users are not
rough sleepers.

Researchers were told of one man who was using soup runs to help
him save up for a football season ticket and found one agency that
said it would feed taxi drivers if they wanted food.

Westminster Council wants to cut the numbers of soup runs as it
argues that they bring people into the city to obtain services and
pull accommodated people back onto the street.
