Children under 10 could be handed “Basbos,” or “baby” Asbos, according to a proposal leaked this week.
Downing Street officials are said to be working on the measure, which is understood to be less harsh than an Asbo.
Under the proposal being created with the guidance of new Respect tsar Louise Casey, out-of-control children could be subjected to the lighter sanction.
But it is unlikely that “Basbos” will be included in the Respect Bill due out before the end of the year.
It is understood that civil servants are “proceeding with caution” because of legal warnings about the difficulty of treating children below the age of criminal responsibility in this way.
Downing Street has denied the reports.
