The report, by Local Government Association vice-chair Sir Jeremy Beecham and NHS Confederation head Gill Morgan, will call for more collaboration in service delivery between groups of councils and with other parts of the public sector.
It is likely to describe the existing situation, where each of the 22 councils provides a full quota of services, as unsustainable. It will recommend that some councils should share services and staff to address recruitment shortfalls.
Beverlea Frowen, Welsh Local Government Association head of policy, said: “We have vacant posts we can’t fill so this is the right time to consider whether management posts, such as heads of children’s services, should be shared across authorities.”
