Offender Management Bill: Young offenders should be placed in care homes

* Is it right that young offenders should be cared for in the same placement as children who have not offended? What are the factors that would determine when this practice would or would not be sensible?

* Is it sensible that overall responsibility for young offenders lies with the Home Office, or should responsibility pass to the Department for Education and Skills? What are the factors that should influence this judgement?
