Bradford Council has appointed Kath Tunstall as its new strategic director of services to children and young people. Tunstall has worked for the authority for five years, most recently as interim strategic director. Before coming to Bradford she worked for Leeds social services department for 26 years in a variety of areas including child protection. She is also chair of Bradford local children’s safeguarding board.

Castlebeck, a provider of specialist healthcare and rehabilitation services for people with learning disabilities, has announced Tony McLean as its new chief executive. McLean, a registered general and psychiatric nurse and health visitor, joined Castlebeck in 2006 as chief operating officer. He was formerly chief executive of Essex and Herts NHS Trust.

Tim Melville-Ross has been appointed as the new chair of the Higher Education Funding Council for England effective from January 1 2008. Melville-Ross is currently chair of the Council of the University of Essex and recently retired as chair of Investors in People.

GP and primary care trust director Dr Pete Calveley has been appointed as chief operating officer by Four Seasons Health Care, an independent healthcare operator with over 350 care centres.

The NHS Confederation has appointed Steve Shrubb as the director of its new Mental Health Network. Shrubb has 30 years’ experience in the NHS, specifically in mental health. He joins the NHS Confederation from the Care Services Improvement Partnership, where he was regional director for the North East and Yorkshire and Humber as well as a programme lead for the National Institute for Mental Health in England.
