Invitation for Expressions of Interest: The provision of mental health housing related support service and housing

New AssetApplications are invited from suitably qualified and experienced organisations to provide Mental Health Housing Related Support (HRS) Services and / or Accomodation for twenty-six (26) units of Housing for people with mental ill health. The resulting contract (for HRS) will be let for a period of three years from October 2008 with the possibility to extend for a further two years subject to performance.

Parties that are interested in providing the support service must meet the minimum C level of the Supporting People (SP) Quality Assessment Framework (QAF) and be accredited by either the six north London boroughs or an acceptable equivalent SP accreditation process.

Provider’s will be required to demonstrate the relevant experience, a commitment to quality, continuous improvement and financial stability. Within the tender process the Council will be seeking to sustain quality whilst maximising the efficiencies that might be gained from the innovative provision of services.

The successful organisation(s) will be required to provide accommodation in the form of supported housing and/or a housing related support service, with the option to purchase care services on an individual basis, to people with mental ill health living in the community.

There are three (3) properties in Enfield currently used as supported accommodation (total capacity 14 units although the future provision will be for 26 units) for people with mental-ill health. It is anticipated that these properties will be available to continue to be used for at least another 12 months following contract award, subject to successful negotiation with the existing provider.

Under the Transfer of Undertakings (Protection of Employment) (TUPE) guidelines the successful service provider awarded the new contract may be required to employ the existing staff delivering the service.

This is an exciting opportunity to develop a service that is community based and aimed at working with customers to live independently.

Interested provider organisations should request in writing, a pre-qualification pack from: Peppa.aubyn@enfield.gov.uk. no later than: 5pm on 30th May 2008.
