Expressions of Interest for Contracts for the Provision of Residential Care Service for Adult Service Users (18-64) with Learning Disabilities and Review of Approved List for Resettlement Care Providers

Birmingham City Council is seeking expressions of interest from suitably qualified andexperienced organisations wishing to tender for Block Contracts, for the care provision forAdults with Learning Disabilities living in 11 small purpose built care homes.

The Contracts that will be tendered are:

  • 9 Tripartite Contracts where the legal agreements involve the Care Provider, theHousing Provider and the Council.
  • 2 Brookland Contracts where the Council has a legal agreement with the HousingProvider, who will subcontract the care provision to the successful Care Providers.

    Contracts will be for an initial term of 3 years commencing in April/May 2009 with a roll onclause for extensions if the service is satisfactory.

    The following criteria will be used in the evaluation process but these are not in order of priority.

  • Technical Capability
  • Economic and Financial Standing

    The Council is keen to support and implement the principles of Valuing People (2001), ValuingPeople now (2007) and through our Commissioning Strategy for Adults with LearningDisabilities, would wish to ensure that services being provided, offer quality, choice andopportunities for greater independence on the basis of person centred planning.

    Care Providers must be willing to work in partnership with Service Users, Carers, the Council,Primary Care Trusts and the Registered Social Landlords (who own the properties) to developinnovative and outcome based services appropriate for Birmingham’s diverse communities.

    The Council will also be reviewing its Approved List of Resettlement Care Providers and theevaluation process for this tender will be used to select appropriate Providers for inclusion onthe Approved List.

    Organisations successful at the expressions of interest stage will subsequently be invited totender for the Contract(s).
