Tender for the provision of ‘Solutions Plus’ – A social inclusion and wellbeing service for people with mental health needs

Lancashire County Council, working in partnership with NHS North Lancashire, invites suitably experienced organisations to express an interest in tendering to provide a comprehensive wellbeing and prevention service to improve people’s mental health in the North Lancashire area.

The service will comprise three key elements:


  • An ‘open access’ service accessible to all citizens in North Lancashire aged 16 years and over;
  • A ‘short term’ support service to provide time limited, outcome focused, interventions for people with defined mental health needs;
  • A ‘long term’ self-directed support service for people with defined (and likely to be clinically diagnosed) and significant mental health needs.

    The ‘open access’ and ‘short term’ services will be funded via a long term guaranteed funding contract, which will be awarded through a formal tender process.

    Funding for the ‘long term’ support service will be subject to personal budget holders choosing to access the service under self-directed support. It is envisaged that the long term support service will offer both brokerage and directly provided services.

    An information session for providers will take place on 5 November 2009. Details of how to book a place are included in the information pack. A full service specification for the service will be made available prior to the session.

    Please note that completed pre-qualification questionnaires must be submitted by no later than 12pm on Tuesday 1 December 2009 to be considered.
