Five more people have been arrested in relation to the Winterbourne View abuse inquiry, bringing the total to nine, Avon and Somerset Police have said.

All nine – six men and three women – have been arrested on suspicion of assault or mistreatment of people under the Mental Capacity Act 2005, and released on police bail, pending further enquiries.

The news came as care services minister Paul Burstow confirmed that the government had not ruled out an independent inquiry into the abuse but any decision on this would await the conclusion of the criminal investigation.
