Milburn`s speech lowers staff morale

Three-quarters of the visitors to Community Care’s website say
morale in their agency has been damaged by Alan Milburn’s
criticisms in his speech to the National Social Services
Conference.

The health secretary named and shamed the worst performing local
authorities and announced a new star rating system for social
services departments.

The government has been lobbied for a change in the law allowing
unmarried couples to adopt jointly, and not just an individual in a
co-habiting relationship.
