The Children Bill represents the government’s final
response to the appalling death of Victoria Climbie and comes
exactly six months after the green paper ‘Every Child Matters’ was
published.

It ends the ‘piecemeal approach’ to policy on children’s issues
from previous governments condemned by education secretary Charles
Clake, who accused policy makers of “papering over the
cracks”.
“The tragic death of Victoria Climbie made us realise that we
simply can’t go on like this anymore,” he said as the government
published the green paper in September.
