Created as part of the reforms outlined in the green paper, Every Child Matters, the council aims to improve outcomes for children and young people by enhancing the role of the workforce. In particular, it will focus on workforce excellence through training, career development, and improved staff mobility, as well as encouraging better integration.
It represents workers in a range of sectors, including early years, education welfare, learning mentors, Connexions, foster care and social care. It co-ordinates the Children’s Workforce Network, which includes teachers and other school staff, child health staff, youth workers, playworkers, and youth justice workers.
