Scope warns against use of means-testing

Means-testing should not be extended to incapacity benefits, disability charity Scope says in an alternative welfare reform paper.

It also said people approaching retirement age should not be required to work.

Incapacity benefit is not currently means-tested but the government has not ruled out introducing means-testing in the future.
