Councils could be encouraged to oversee unpaid work opportunities for offenders in the community, under government proposals.
Nearly all unpaid work schemes are currently delivered by probation staff. But under Home Office plans, councils could run schemes in conjunction with private and voluntary sector providers from April 2008.
The plan also reiterated the government’s intention to open up probation services to competition.
