A strategy to end homelessness in the UK by 2020 was launched this week by charity Homeless Link.
The draft document, which will be subject to consultation over the summer before being presented to MPs, suggests introducing a new Supporting People Plus programme to help homeless people build self-confidence and get back to work.
It also proposes creating a universal safety net so that all homeless people are entitled to at least temporary accommodation.
